Without limitation to the provisions of subsection (a) of this section, the area located at an intersection that shall not be obstructed shall be defined as the intersection of any two street right-of-way lines or the intersection of any two extended right-of-way tangent lines and a straight line intersecting those two right-of-way lines at points 30 feet from the intersections. There shall be no obstruction to vision between a height of 2½ feet and 12 feet above the imaginary plane defined by those three points of intersection.
